The Union Cabinet has approved a vehicle replacement scheme for Delhi-NCR aimed at phasing out older commercial vehicles registered under BS-IV and earlier emission norms. The programme will support the replacement of approximately 1.91 lakh trucks and 16,329 buses with BS-VI-compliant or electric vehicles.
According to the government, the scheme will be implemented through the National Capital Region Planning Board (NCRPB) with a total financial outlay of Rs 9,585 crore. This includes Rs 5,041 crore from the Central Government and an estimated Rs 1,601 crore in tax concessions from participating states.

Eligibility and Incentives
The scheme covers trucks and buses registered in Delhi, Haryana, Uttar Pradesh, and Rajasthan that operate within the National Capital Region.
Vehicle owners will be eligible for benefits if they scrap their existing vehicles at authorised scrapping centres or sell them outside the NCR region. Replacement vehicles must be BS-VI-compliant or electric and registered within Delhi-NCR.
The incentive package includes:
- A 5 per cent interest subvention on vehicle loans
- Monthly fuel vouchers for up to five years through oil marketing companies
- Ex-showroom discounts from vehicle manufacturers
- Waiver of registration fees and motor vehicle tax concessions, subject to state government approval
The scheme also provides a 50 per cent tax concession for eligible used BS-VI vehicles purchased as replacements. Benefits under the programme will remain available for up to 10 years.
Implementation Framework
The Ministry of Road Transport and Highways (MoRTH), NCRPB, and the governments of Delhi, Haryana, Uttar Pradesh, and Rajasthan will jointly implement the programme.
Union Minister Ashwini Vaishnaw stated that the scheme is expected to cover more than 1.9 lakh trucks and over 16,000 buses currently operating in the region under older emission standards.
Focus on Vehicular Emissions
Commercial vehicles are among the major contributors to vehicular emissions in Delhi-NCR. Government data cited during the Cabinet announcement indicates that vehicles meeting BS-I to BS-IV standards emit higher levels of pollutants than BS-VI vehicles, including carbon monoxide and particulate matter. The replacement programme forms part of ongoing efforts to reduce emissions from the region's ageing commercial vehicle fleet.
Scope for Electric Vehicle Adoption
In addition to facilitating the replacement of older diesel-powered vehicles, the scheme allows commercial vehicle operators to opt for electric trucks and buses. The inclusion of electric vehicles is expected to support the gradual expansion of cleaner transport options within the Delhi-NCR commercial vehicle sector.
